    The Treaty of 1904, duly signed and approved by Chile and Bolivia, after 20 years of signing the Pact of Truce of 1884, set with crystal clear limits between the two countries.

Bolivia can not claim a direct, frank and sincere, as President Morales said in his speech, while simultaneously stating its intention to resort to international courts or agencies to challenge a treaty in full force, arguing for this, among other reasons, the application Bolivian constitutional rules, adopted more than 100 years after the signing and adoption of the 1904 Treaty. This is an unacceptable claim, as it implies giving priority to an internal rule over an international treaty, legally unacceptable situation.
